Best agp card under $100 that can run M Effect 2 ?

M Effect 2 on low to medium settings is fine. Ive been researching and apparently the 4650 doesnt beat out a 3850 because the 3850 is a high end card. Im not really sure what to go for so i need some opinions. So what agp card would be best for a $70-ish budget?
