Can a police officer send you a ticket in the mail?

I was speeding on 95 south today 85-90 mph), and my friend and I were were buzzing around and all the sudden a Trooper was in my side view tailing my friend. He did not pull either of us over, he cruised for about 10-15 seconds and then buzzed ped us as if he was writing our plates down or just checking us out....my friends car has mods on it (tinted taillights, plate cover, and windows), but mine does not. I know that they cant citate the RO, and because I was not pulled over he doesn't even know it was me driving. So do you think that I will get a ticket or was he just trying to scare us...which he did. Please credible sources answer only, negative remarks will be reported...thank you.
