How old do i have to be to get my naval pierced in North Carolina?

ok, well i live in south carolina, and ive got my mom to call purple haze and some other shop, they said that i need to be 16 with and id and parent consent. but when i wanted my cartilage pierced a few years ago i couldn't get it done in sc at a walmart, but i could go to nc and get it done at one of there wal-marts, do you think i could go to nc and get my belly pierced without a doctors note and with parent consent? if you know any shops you can list them. thanks.
